Barbara Heller, FAIA

A registered architect who has participated in more than 500 large-scale construction projects, Barbara Heller brings over 20 years of experience to DCStrategies. She is a leading authority on architectural and construction specifications, information management and facilitating business process improvements through technology integration and organizational change.

An accomplished executive with a successful track record leading growth companies, Ms. Heller’s experience includes national and international projects, new construction, renovations and historic preservation, extending across a wide range of building types for governmental and private sector concerns. These include commercial offices, military, institutional and retail projects, many of which have been recognized with prestigious design awards.

Recognizing that globalization and technology are rapidly changing the building industry, and that most organizations are not equipped to embrace the opportunities these changes bring, Ms. Heller founded DCStrategies to fill the void. With clients ranging from large government agencies, to Fortune 1000 software companies and industry standards organizations, Ms. Heller is a thought leader who brings clients unique insights that span across the entire building industry spectrum.

Ms. Heller graduated from the University of Illinois with a B.S. in Architectural Studies and is registered in the District of Columbia. She served on the American Institute of Architects’ Documents Committee for 15 years and as Chair from 2003-2004. She is a Fellow of the American Institute of Architects, one of the highest honors bestowed by professional peers.

Stephen Benedict

Stephen Benedict combines business and technology expertise to help DCS clients innovate and implement unique software solutions. An expert in platform development, ecosystem analysis and social networks, Stephen has a particular interest in data exchange on large infrastructure projects. He also has expertise in business process analysis and work-flow mapping. 

Previously, Stephen was the product manager for AOL Instant Messenger and the director of the AIM business development team. He also led product and platform strategy for next generation messaging and social networking media at AOL. At Apple Computer, Mr. Benedict led the design and implementation of a market-leading graphics technology for iMacs and displays, and he authored the product definition and user experience specifications for Apple's first Bluetooth peripherals.

Stephen received his MBA from Harvard University and his M.S. in computer science and engineering from the University of Michigan.

Louise Sabol, AIA, LEED AP

Louise Sabol applies her more than 25 years of experience in the building and technology professions to facilitate the development of building life cycle solutions. As a Senior Consultant at Graphic Systems, Inc., Louise was involved in real property asset management studies and technology analysis projects. Her clients included GSA, the U.S. Department of the Treasury, Gensler, Marriott International, USA Today, TRW/Treasury Department, NASA, IBM and the U.S. Air Force Academy. Louise developed CADD and database applications for the National Gallery of Art's Architecture/CM and Design Installation group.

Earlier in her career, Louise worked as an architect for Skidmore, Owings and Merrill on medium to large commercial projects in both Denver and Washington, DC. She became involved in the firm's computer group, which developed and integrated applications for the 2,000-person firm.

Louise has a B.S. in Architecture and a Master of Architecture degree, is a registered architect and holds a LEED AP certification.

Margaret Flinner, AIA

Margaret Flinner is an award-winning architect with over 25 years experience in the architectural profession in Washington DC. Her practice has included the design and management of large commercial, educational and residential projects throughout the United States and abroad. As an experienced project manager, Ms. Flinner has worked with commercial, institutional, and governmental clients to execute complex projects within the built environment, with project experience that includes with The Bureau of Overseas Buildings Operations, US Department of State, GSA, Yale University and Georgetown University Law Center. Ms. Flinner has extensive experience in a number of AEC software technologies, including Building Information Modeling (BIM) as well as in developing integrated applications for the managing and delivery of construction documentation for large multidiscipline projects.

She has practiced with some of Washington’s most acclaimed firms including David M. Schwartz Architects, Ellerbe Becket Inc. and Sorg Architects. Ms. Flinner is a member and served on the Board of Directors for the American Institute of Architects, Washington DC Chapter. Her work has been recognized by state and local chapters of the AIA and by industry groups, and has been featured in publications including Architectural Record, the Washington Post, The AIA Guide to the Architecture of Washington DC, and in James Goode's Best Addresses.

Margaret holds a Bachelors of Architecture degree from Carnegie Mellon University.

Lee Evey

Lee Evey brings over 30 years of results-driven contracting, acquisition and program management experience to DCStrategies. With a reputation as the go-to person for the hardest challenges in program management, negotiation and project turn-around, he is widely recognized as a best practice leader in government and enterprise operations.

Best known as the innovative Program Manager for the Pentagon Renovation, a 10 year, $4 billion, major construction program, he reported directly to the Deputy Secretary of Defense, turning a program on the verge of cancellation into an award winner. The project ultimately included oversight of the Phoenix Project which enabled the Pentagon to recover from the September 11, 2001 terrorist attack in only one year.

Currently, Mr. Evey serves as CEO of the Design-Build Institute of America (DBIA). He is committed to process improvement in the construction sector and has launched an entire curriculum dedicated to training professionals in the effective implementation of the design-build process.

Lee spent the majority of his career in federal government service as a senior acquisition management and contracting official for the Department of Defense, the Air Force, NASA and the Department of Energy. A member of the senior executive service with a top secret, SCI clearance, Evey was credited with overseeing the successful execution of highly challenging programs within these agencies.

As the top civilian Air Force contracting official at the Pentagon in the late 90’s, Evey provided oversight of all major Air Force contracting programs and policies including the Air Force Supplement to the Federal Acquisition Regulation. He is credited with spearheading performance-based acquisition reform, and representing the Air Force at top levels of policy development.

At NASA, Mr. Evey led negotiations with the Russian government for acquisition of International Space Station elements, critical space data, and MIR Space Station activities, meeting a Congressional deadline for the $400 million deal. He was the team leader for negotiations with Boeing Corporation on the $5.4 billion International Space Station program – the largest sole source negotiation in NASA’s history at that time. He authored the NASA Source Selection Handbook which streamlined acquisition programs, along with the NASA Award Fee Handbook - the bible for award fee procedures in the Federal Government.

At the DoE, Mr. Evey served as Branch Chief over renewable energy, conservation, university and solar energy procurement branches.

Mr. Evey retired from federal service in 2002 and is presently a consultant to both the government and private sector. In 2003 at the request of DoD, Evey briefly returned to federal service as Senior Advisor to the Iraqi Ministry of Housing and Construction for the Coalition Provisional Authority in Baghdad – a three month assignment.

Mr. Evey earned degrees in Psychology and a Masters in Special Education from the University of South Florida, along with a Masters in Management Science from the Florida Institute of Technology.
